The city placed a moratorium on pain clinics earlier this year and the new measures would restrict clinics to land zoned for industrial use. The measures also state the clinics must be at least 2,500 feet away from churches, parks, schools and residences, according to the report. Already existing pain clinics would be able to remain in their locations.
