Obtaining the special exception would mean spending extra legal expenses for legitimate pain centers, which only apply to pain management specialists. Supporters of the legislation argue it would give the city a chance to screen out pill mills.
The neighboring city of North Port already adopted the special exception requirement for pain clinics.
