LA County severs ties with orthopedic surgeon facing misconduct allegations

An orthopedic surgeon who has been accused of sexual misconduct is no longer employed by Los Angeles County's Harbor-UCLA Medical Center, The Daily Breeze reported March 22.

The employment of Louis Kwong, MD, was ended, but the county Department of Health Services didn't tell The Daily Breeze if he resigned voluntarily or was fired. The county said it was a personnel matter.

In October, three orthopedic surgeons — Haleh Badkoobehi, MD, and Jennifer Hsu, MD, and former director of emergency medicine Madonna Fernandez-Frackelton, MD — sued Los Angeles County and Harbor-UCLA Medical Center in Torrance, Calif., alleging they ignored complaints against Dr. Kwong.

The hospital in November was placed on probation by the Accreditation Council for Graduate Medical Education. Then in December Darrell Harrington, MD, Harbor-UCLA Medical Center's director of graduate medical education and designated institutional official, stepped down from his role amid allegations he protected Dr. Kwong.

Dr. Kwong didn't respond to The Daily Breeze's request for comment.
