Here are three things to know:
1. The legislation would prohibit the Board of Medical Examiners from issuing or renewing a license to any applicant until it has determined that he or she does not have a criminal history in any foreign country.
2. The bill also requires the board to contact all previous employers identified by the applicant to ensure he or she has a sound moral character.
3. The bill was introduced in response to the case of Richard Kaul, MD, an anesthesiologist in New Jersey who advertised himself as a spinal surgeon and performed spinal procedures, without the proper education or training.
