The Obama administration has been advising those affected by the errors that starting over with their states’ Medicaid agencies is the fastest way to enroll, according to the report. Some state officials are enrolling people using incomplete data files from HealthCare.gov, while others are sending out letters asking those deemed eligible through the federal site to contact their state to sign up.
