Alliance of Specialty Medicine Calls for Payment Reform & Recommends Incentives for High Quality

The Alliance of Specialty Medicine recently submitted a testimony to the House Energy and Commerce Subcommittee on Health about sustainable growth rate reform. The Subcommittee held a hearing titled "Reforming SGR: Prioritizing Quality in a Modernized Physician Payment System" allowing response to draft legislation released on May 28, 2013, to repeal Medicare's SGR formula and replace it with a new payment system focused on quality and efficiency.

The testimony outlines questions and concerns regarding the Fee Schedule Provider Competency Update Incentive Program and outlined suggestions and principles for SGR reform. The letter also urged the Committee to provide positive financial incentives for high quality instead of penalties for those who under-perform; repeal the Independent Payment Advisory Board and offer legal protection for physicians who follow clinical practice guidelines and quality improvement program requirements.
